Office Manager for Veterinary Hospital Sentenced to 1 Year in Kickback Scheme

Source: U.S. Department of Justice, U.S. Attorney's Office, Western District of Wisconsin

Joleen Minnich, the office manager for County Veterinary Hospital in Bloomer, Wisconsin, was sentenced to 12 months and one day in prison after prosecutors said she used her position to embezzle about $224,596 from the business over several years. According to the Justice Department, she created 204 fraudulent checks payable to herself between 2014 and 2017 and also pleaded guilty to wire fraud and filing a false tax return. The case is a clear example of how a trusted staff member with access to the books and bank account can exploit weak internal controls to steal over time. Law enforcement uncovered the scheme during an investigation into the missing funds, and the sentence also included restitution and the long-term consequences of a federal fraud conviction. Practice owners can learn from the case that separating duties, reviewing bank statements independently, and auditing checks and payroll activity can help detect or prevent similar theft before losses grow.

How to Protect Your Veterinary Practice

  • Separate the roles of collecting payment, posting invoices, and depositing funds among different team members.
  • Log and reconcile medication and controlled-substance inventory against invoiced usage on a fixed schedule.
  • Run a weekly report of deleted, edited, and discounted invoices and require a documented reason for each.
  • Reconcile daily cash and card collections against bank deposits independently of the front desk.
  • Add continuous monitoring like Dolos so deleted invoices and inventory outliers trigger an alert right away.
